The ERDF Programme 2007-13

The Yorkshire and Humber European Regional Development Fund Programme for 2007-2013 was approved by the European Commission on 7th December 2007.

The Operational Programme describes how the region will benefit from €583 million from the European Union’s Regional Competitiveness and Employment Objective. The funding will boost economic performance in the region through investments aimed at increasing innovation, competitiveness and employment. It has been developed by a strong regional partnership and outlines the broad strategic direction for investment of this European funding during the period. The Programme’s strategy identifies four broad priorities for investment, three of which are for the whole region:

  • Stimulating and supporting successful enterprise
  • Promoting innovation and research and development
  • Developing sustainable communities

The fourth priority:

  • Economic infrastructure for a competitive economy provides extra funding for South Yorkshire to ease the transition as it moves out of Objective 1 status.

The Programme has adopted two common themes to cut across all investments in each of the priorities: environmental good practice and equalities and diversity.
 

Revised Operational Programme (2009)

In July 2009, a request was submitted to the European Commission to revise the Operational Programme to include support for innovative solutions/new approaches to energy efficiency in low income housing, where this is linked to job creation and support for capital public transport initiatives, excluding mobile infrastructure, which enhance the economic competitiveness of key urban centres as indicative activities under Priority 3.

In its decision of 12th October 2009 the Commission approved that request and the Operational Programme has been revised and the figures in Annex C: Categorisation of Structural Funds for assistance 2007-2013 have been updated.

Consultation on Revisions to Yorkshire and The Humber ERDF Programme (2010)

An initial consultation on proposed revisions to the Operational Programme to include a new Priority, "Adaptation to and mitigation of climate change" was undertaken between 26th May and 7th July 2010. The initial consultation document is available to download from the link below.

The outcome of that consultation and discussions with the European Commission has resulted in the decision to include the proposed changes as additional indicative activities within the current objectives of the existing Programme Priorities rather than create a new Priority.

Chapter 4 of the Operational Programme explains the Priority Axes. It will be revised to include the additional activities within the existing Priority 1, Priority 2 and Priority 3. The proposed additional text within Chapter 4 is available to download from the link below. For simplicity’s sake, only the new text is provided along with updated tables showing the indicative activities in the three priorities: Table 33 for Priority 1, Table 37 for Priority 2 and Table 41 for Priority 3.

The Strategic Environmental Assessment (SEA) of the Operational Programme has to be updated in light of any significant revisions to the Programme. URSUS Consulting Ltd has undertaken that assessment. An Environmental Report has been produced to report the findings and recommendations of the new SEA work on the amended Programme.

The relevant regulations stipulate that interested parties are consulted on that report at the same time as the proposed changes. The report is also available to download.

Approval of the proposed revisions will be sought from the Programme’s Monitoring Committee on Wednesday 29th September before it is formally submitted to the European Commission for negotiation and decision.

Partners’ views on the draft text and the Environmental Report are welcomed. In particular, partners views on Section 1 of the Environmental Report which summarises, and makes recommendations for mitigation of effects, paragraph 1.4.2, Table 1.5, on pages 10-11 are sought. The deadline for responses is Friday 24 September 2010. Early responses are encouraged.
